Shouldn't the chair just call for an up or down vote to accept the subcommittee's report?

The chair could do this, of course, but this would not be collegial and rather unwise.

It is very appropriate and highly desirable to provide an opportunity for the IACUC membership to discuss the issues and the recommendations of the sub-committee. Because the subsequent report to the IO will come from the full IACUC, it is very important that all of the members fully understand the issues.

Review by the membership might also result in additional penalties or in a modification of the language of the report to include mitigating circumstances.
